Lead-Safe Renovation in Kyle, TX

Kyle Lead Paint Removal plans lead-safe renovation in Kyle, TX for remodels, repairs and repainting that will disturb paint in homes built before 1978. Renovation is not abatement: the aim is to finish the project without spreading lead dust, not to remove the lead. In Texas this work falls under the Renovation, Repair and Painting (RRP) rule, run here by the EPA itself rather than the state, so the firm needs EPA certification and a certified renovator has to direct the work.

For a Kyle home built in 1978 or later, none of this is required. It matters in the older houses downtown and any other pre-1978 home, and we plan RRP work in Kyle and surrounding communities, including San Marcos and Lockhart.

Renovation work that can disturb lead paint

Remodeling older rooms

Opening a wall for a kitchen or bathroom, cutting into plaster for new wiring, or pulling out painted cabinets and trim all make dust from whatever paint is there. In a pre-1978 house the RRP rule covers that work unless the affected components have been documented as lead-free. Plumbers, electricians and carpenters doing it for pay are covered the same as general contractors.

Repainting and surface preparation

The painting is not the problem; the preparation is. Scraping, sanding and stripping old paint are where lead dust comes from, and the EPA lists painting preparation among covered activities. Lead-safe prep mists surfaces before scraping, collects chips on sheeting, avoids open flames and high-temperature heat guns, and limits power tools to those with HEPA vacuum attachments.

Window replacement

Swapping old windows is one job the RRP rule never treats as minor. The EPA says window replacement is covered regardless of square footage, because pulling sashes and casings out of a painted frame disturbs paint on every side. The interior is sealed off, the ground outside covered, and the work area cleaned and verified afterward.

Small repairs and minor-repair thresholds

Some work is small enough to fall outside the full requirements. The EPA treats disturbing 6 square feet or less of painted surface in any one room, or 20 square feet or less on the outside of the house, as minor repair and maintenance. Window replacement and demolition get no such pass, however small the area.

Who regulates renovation in Texas

Texas has two lead programs side by side. DSHS certifies inspectors, risk assessors and abatement contractors under state rules, and states that the EPA administers the 2008 RRP rule in Texas. A renovation contractor working on a pre-1978 Kyle home therefore needs an EPA firm certification and a certified renovator assigned to the job. You can look up a firm with the EPA’s lead-based paint professional locator, and check an abatement contractor through the DSHS Find a Licensee search.

Downtown Kyle properties

Downtown is the oldest part of Kyle, and it adds one more layer. The Center Street overlay covers land within 200 feet of Center Street plus the CBD-1 and CBD-2 downtown districts, and under the overlay provisions of the city code, existing commercial buildings there need a conditional use permit from Planning and Zoning before changing exterior design, color or materials. That text does not describe review of single-family homes, so homeowners should ask the city whether a repaint or siding change needs anything. No local permit replaces RRP work practices.

Clean empty room after renovation: bare wood floor, bagged plastic sheeting and a shop vacuum

Most renovations start with knowing what is on the walls, so see lead paint testing and inspection. Replacing old sashes has its own choices, covered under lead-painted windows and doors. Kyle Lead Paint Removal lists every service.
